Those batteries are unsafe to use if the covering is scratched off. They can short out and go into thermal runaway (VERY bad). As Izan mentioned you can buy shrink wrap covers to re-wrap it. FastTech has some really cheap but it takes a long time to get them from China. I'd buy a few with ASAP shipping, then stock up from FastTech.

Yes its casing is not punctured. Cover it with tape and keep a closer look on it the first time you charge/discharge. I would still use it. What level of risk you are willing accept is up to you.
